Social Equity programs were created by city & county lawmakers during the Legalization of Cannabis with the goal of minimizing the barriers to cannabis licensing for those most victimized by the "War On Drugs." The stats prove this usually means black or brown persons whom were disproportionately targeted for cannabis "crimes."
